1. INTRODUCTION
This year the 4th International Eurasia Film Festival will take place in Antalya on October 10 - 19, 2008 in conjunction with the 45th Antalya Golden Orange Film Festival. The International Eurasia Film Festival will accept full length; documentary and digital films from all around the world and the Competition section will include films only from Asia and Europe. The Films will compete in two categories: Best Film and Best Director. The International jury will award a 75.000 USD prize for "Best Film" and 25.000 USD for "Best Director". Competition rules and regulations for entries coincide with the "Regulations for International Film Events" established by the International Federation of Film Producers (F.I.A.P.F.)
2. OBJECTIVES
The International Eurasia Festival aims to:
Establish a complementary Film Festival that will bring together styles, cultures and artistic talent from Europe and Asia and reward new perspectives in filmmaking expressions and the cultural elements of European and Asian films, and by doing so contribute to the production of new films in Europe and Asia.
3. FESTIVAL DATES
The Antalya Golden Orange Film Festival and the International Eurasia Film Festival will take place in Antalya on October 10 - 19, 2008.
4. FESTIVAL AND COMPETITION MANAGEMENT
TURSAK is responsible for the organization and management of the Antalya Golden Orange Film Festival and the International Eurasia Feature Film Festival. The Board of Directors chooses and invites the films which will be presented in Competition and Out of Competition sections. Whereas Competition section is reserved for European and Asian films, films from all over the world are accepted to Out of Competition sections.
5. COMPETITION
3rd International Eurasia Film Competition Section is reserved for European and Asian Films as defined by the origin of the director and/or producer. If the film is a co-production, one of the co-producers must be European or Asian.
The Eurasia Film Competition accepts solely full length fiction feature films. Only works over 60 minutes are eligible for the Competition.
Only films presented in 35 mm format are eligible for the International Competition.
All the English subtitled copies of the films selected for Competition will be screened in their original language with digital Turkish subtitles.
A maximum of twelve films will be selected for the Competition.
All the films selected must have been produced within a 24-month period preceding the festival.
Films chosen for the competition can use the logo of the International Eurasia Film Festival on all publicity.
6. GENERAL ENTRY CONDITIONS
Future, shorts, documentaries and digital works will be accepted for the non - competitive sections.
Digital films should be made by using digital media, can be of any length or format which are suitable for public screenings.
A programming committee composed of film experts will assist the Festival director in the selection of films for the Festival.
Registration is free. An official registration form must be duly completed and signed and must be received by Foundation TURSAK no later than the established closing date via mail or fax.
The submission forms for the International Eurasia Film Festival must be sent no later than September 7, 2008 to the Foundation of TURSAK. Once the film is accepted the requirements listed below should be sent to the same address:
VHS tape or the DVD of the English subtitled original version of the film.
A synopsis of the film
A technical and artistical data sheet of the film
An English dialogue list of the film for the Turkish subtitles
Press book and posters of the film and production photographs.
A biography and photograph of the director and a director's statement on the film
A betacam excerpt of the film for TV promotion and festival trailer as well as any other documentation that might be of use for the selection of the work.
Video cassettes for viewing purposes (Pal VHS format, Secam, Beta SP or DVD) must arrive in Istanbul no later than September 7, 2008 with the following customs declaration:
"Of no commercial value, for cultural purposes only"
7. CLOSING DATES FOR REGISTRATION AND DELIVERY OF FILMS
7.1. Registration forms as well as any other documentation that might be of use for the selection of the work must be sent to no later than September 7, 2008 to the following address:

7.2. 35 mm prints of the films must be sent to or arrive the address below no later than October 8, 2008. Films sent after the mentioned date will be illegible for entry in the Eurasia Competition.

8. INTERNATIONAL JURY AND OFFICIAL AWARDS
International Jury
A minimum of five and maximum of seven personalities from the world of cinema and culture will be invited by the Honorary President and President of Festival to form the Festival's international jury. Persons directly associated with the production or exploitation of a film in competition can not serve on the Jury.
Eurasia Film Critics Prize
The Jury will consist of a minimum of five and a maximum of seven expert film critics from European and Asian countries. The prize is 15,000 USD and will be delivered to the producer.
Prizes
The Jury will award two prizes:
'Best Film' and 'Best Director'
Prize for 'Best Film' is 75.000 USD
Prize for 'Best Director' is 25.000 USD
Film Critics will award just one prize:
Prize for "Best Film" is 15.000 USD
9. REGULATIONS FOR PAYMENT OF PRIZES
The "Best Film" prize awarded by the International Jury of International Eurasia Film Festival Competition will be presented to the producer of the film. The "Best Director" prize awarded by the International Jury of Eurasia Competition will be presented to the director.
All the money awards will be paid by AKSAV (Antalya Culture and Art Foundation) before 31.12.2008.
10. SHIPMENT AND INSURANCE OF FILMS
The title, number of reels and length in meters of each film and the information if the film is on black and white or color must be stated both on the registration forms and proforma invoices.
TURSAK is responsible for the insurance of the films (Under All risk coverage: fire, theft, partial loss or damage, sabotage) during the Festival. Insurance is valid from the moment of their receipt by the Festival to the moment of their return.
The copies are shipped to the owners within the week following the end of the Festival by AKSAV. Neither AKSAV nor TURSAK accept liability for any lost or damages that may occur after the date of the return shipment.
11. GENERAL CONDITIONS
11.1 Video cassettes and documentation submitted to the Festival will not be returned.
11.2 During the entire duration of the Festival, none of the films invited may be shown outside the Festival's official theatres before its official screening.
11.3 The producer, director and the leading actor and actress of the Competition Films are invited to the Festival. The invitees must attend the jury meetings, gala presentations, award ceremonies, interviews and press meetings determined by the Festival management to represent their films.
11.4 Registration and participation of a film in the Festival imply acceptance of the Rules and Regulations for participation. In any unforeseen eventuality, the decision of the Festival Management is final.
11.5 Participation of producers, directors and actors/actresses to the International Eurasia Film Competition implies acceptance of all the articles of the rules and regulations. Once a film is registered it cannot be withdrawn from the Festival.
11.6 In any unforeseen eventuality the decision of TURSAK Foundation is final.
11.7 TURSAK Foundation and AKSAV reserve the right to make any changes and corrections to the regulations.
11.8 These rules and regulations have been decided on by TURSAK Foundation and AKSAV Board of Trustees.
